Harvey specialises in infrastructure with a particular emphasis on major transport, social infrastructure and energy projects and has over 25 years of experience in the sector.
Harvey returned to Ashurst's London office at the beginning of 2022 following spells working in both the Tokyo (2008-2014) and Sydney (2014-2022) offices of Ashurst. Harvey was the Office Managing Partner of the Sydney Office between 2020 and 2022. Prior to his relocation to Tokyo Harvey worked in both London and Hong Kong. He therefore has a wealth of experience advising on both domestic and cross-border projects. His experience includes projects in both developed and developing countries.
Harvey has represented governments, other public bodies, sponsors, project companies, contractors and financial institutions on both the development and financing aspects of transactions. As a result, he is adept at identifying issues across the transaction as a whole, enabling clients to deal with key issues at an early stage. As well as PPP and offtake based projects, Harvey has acted on a significant number of market risk transactions across various sectors.
Recent transactions that Harvey has worked on include advising Sydney Metro (owned by the NSW Government) on all aspects of the Sydney Metro project, a project that will bring a new underground rail system to Sydney's CBD and which is Australia's largest transport infrastructure project. He also advised Transport for NSW on the CBD and South East Light Rail Project in Sydney. He is currently advising East West Rail on the new Oxford to Cambridge Rail Project and the Department of Business, Energy and Industrial Strategy (BEIS) in relation to its carbon capture and storage strategy.
