Philip Vernon is a partner in our projects practice
Philip specialises in infrastructure projects, with particular experience of PPP across the infrastructure sector, including energy, water, waste, health, education, defence, transport and telecoms. Philip also has experience of securities issues, corporate finance, restructuring, business acquisitions and joint ventures.
His clients include the UK Government, funders, sponsors and contractors. He has, in the last few years, been playing an increasing role in advising on the management and restructuring of distressed PFI/PPP projects and assisting the UK Government on wider advisory roles on its Finance & Complex legal panel.
With the onset of the Covid-19 crisis, Philip's roles included advising H M Treasury and British Business Bank on the structuring and delivery of the Future Fund to invest in UK start-ups and advising the Department for Transport on support for the aviation industry, including arrangements for essential "airbridge" passenger services between Northern Ireland and Great Britain.
In recent years, Philip has also been advising on nationally significant infrastructure programmes which will support the recovery of the UK economy and the Government's net zero policy. These mandates include advising BEIS on the carbon capture usage and storage programme, advising Ofgem on the use of the regulatory asset base (RAB) model for the UK new nuclear programme and advising Ofwat on the £1 billion Haweswater Aqueduct Water Resilience (HARP) project to upgrade the water supply system in north west England.
